Welcome to the Oxfordshire Safeguarding Children Board (OSCB)/NSPCC Training Project. The OSCB work in partnership with the NSPCC to offer Oxfordshire's Workforce qualitative and consistent Safeguarding Training to aid our workforce in being efficient and effective in safeguarding and promoting the welfare of children.
Please note our courses are very popular and you will ONLY receive WRITTEN CONFIRMATION IF YOU HAVE SECURED A PLACE on the requested training event. If you do not receive this confirmation it means you have been carried over to the next available course. Only registered candidates will be permitted access to courses.

Introduction to OSCB/NSPCC Training Project
Oxfordshire Safeguarding Children Board (OSCB) works in partnership with the NSPCC to provide qualitative and consistent Safeguarding training to Oxfordshire’s workforce.
In its first year the OSCB delivered a number of qualitative training courses/events in 2006-2007. The OSCB has been one of the first Safeguarding Boards to deliver the safeguarding training (all levels) advocated in Working Together to Safeguard 2006 of which the previous ACPC had been involved in piloting the previous year. In addition to leading the way on Safeguarding Training, OSCB are now leading the way in Substance Misuse and Parenting Training following working with the NSPCC to assist in the comprising and delivery of a new DfES Substance Misuse and Parenting Training Pack due to be realised Spring/Summer 2007.
This years Training Brochure continues this practice and we are delighted to be offering another in-depth Training Brochure detailing all relevant Safeguarding Courses, both in regards to Safeguarding and Specialist. The Training Strategy is guided by the OSCB Training Sub Group (multi-agency forum), case review implications, all relevant government guidance and a local needs analysis. We fully recognise there are many training needs all in high demands and the Training Strategy is matched to those which we are able to meet with current resources.
The OSCB Training Sub Group has responsibilities to ensure that the training we offer is both qualitative and consistent. We achieve these responsibilities by using Government approved material were possible and/or expertise and approved training packages for that specific topic i.e. Domestic Violence. To ensure all our Training Packages are consistent and relevant to Oxfordshire we hold regular Training Pool meetings to review and evaluate our training material. Evaluations are based on above factors but also feedback gathered from both candidates and trainers.
On behalf of the OSCB/NSPCC Training Project I would like to formally acknowledge all members of the OSCB Training Sub Group and the Training Pool as without their hard work and commitments (all on a voluntary basis) we would not be able to offer this high level training to Oxfordshire’s workforce - a sincere Thank You.

OSCB/NSPCC Courses
We are pleased to offer another year of in-depth and varied Safeguarding Training. We have a number of courses scheduled for the year. The Project will promote any additional courses via our web-site, brochure and group members.

Training Principles
The Training Project seeks to ensure that the training offered, from planning through to delivery and evaluation, is based on sound principles and standards (as devised in ‘Sustaining Quality: Standards for Inter-agency child protection training and development’, Revised edition 2003, ‘PIAT’ (‘Promoting Inter-Agency Training’ group)).
Specifically, the training will seek to:
• Reflect that the welfare of the child is paramount
• Encompass Anti-Oppressive Practice and challenge discrimination on any grounds
• Validate inter-agency working and reach a wide inter-agency audience
• Relate clearly to legislation, local policy and procedures
• Promote best practice and personal development
• Accommodate adult learning styles
• Respond to local needs and be subject to evaluation and review.

Anti-Oppressive Practice & Valuing Diversity
We are committed to valuing diversity and securing genuine equal opportunities in the provision of our training. We recognise and welcome the diversity of Oxfordshire and oppose discrimination and oppression on any basis.

Data Protection
Under data protection legislation, we are required to inform individuals about the information we hold about them.
Please note we keep names and work addresses on a computerised database for the purposes of mailing out the training brochure and any other relevant training information.
In addition we keep hard copies of application forms and course evaluation forms for up to one year after which they are destroyed.
If you change your address or contact details during the year, please let the project know as it is impossible for us to be aware of such changes and can mean that we are unable to contact you about a course, forward you the training brochure, etc.
If you would prefer this information is not kept, please inform the Training Project.

How courses are funded?
All our events are funded by the OSCB this enables us to offer a huge percentage of our events FREE OF CHARGE to candidates. Exceptions to this are the conference and occasional events requiring external trainers or for large numbers, however, we try to keep costs to a minimum.
To assist in keeping costs to a minimum and ensure funds received can be used to their best advantage we will no longer be offering lunches on our general training events. Therefore candidates are requested to bring their own lunches with them as we can not guarantee local amenities as our venues and locations vary.

Registering for a Course
Applications for courses can be made online via our website www.oscb.org.uk and priority will be given to all online bookings. If you do not have access to the internet you can also apply by post or fax, by printing out or copying the application and Equal Opportunities form at the back of this brochure (all contact details at the front of the brochure). We regret we are no longer able to take bookings over the telephone.
Courses are often over-subscribed, so we advise you apply as soon as possible. Whilst we take timing of applications into account all courses are managed on a multi-agency basis.
Confirmation will only be sent to candidates who have secured a place on the training a minimum of 10 working days prior to the course date. If you do not receive written confirmation, you have been unsuccessful for the date you have applied for but will have been carried over to the next available date and will receive written confirmation for that course/event. Written confirmation will detail all information candidates need to be aware of i.e. parking, etc. Only members noted on the Register (those who will have been notified in writing) will be permitted to attend the course/event.
During courses/events you will receive an NSPCC Training Pack containing all relevant information for the training you are accessing and will also receive a certificate (upon completing the course) to confirm your attendance. All handouts have been devised to act as ‘resources’ for candidates to use when required. Certificates will be issued on receipt of a completed evaluation form.
NB If you change your contact details between booking the course and the course date, please inform the project, as we may need to inform you of course cancellations.

Cancellations
If you are unable to pursue your application, please inform the Training Project as soon as possible, so your space can be offered as we often have waiting lists. You may register another member of your agency to take your space along as they also meet course prerequisites.
Line Managers will be informed of –
• Any cancellations within 5 working days of commencement of a course
• failure to attend
• failure to complete the whole training course (i.e. missing following training days if applicable, leaving early, etc)
In exceptional circumstances a training event may need to be cancelled by us. In such an event, we shall notify you as soon as possible and you will be offered a priority place on the next available event.

Training Pool
Currently the pool has a membership of approximately 30 trainers, example members are – PCT Named Nurses, Child Protection Police Officers, Designated Teacher, CYP&F Safer Schools Team, Social Workers, Diocese of Oxford, Voluntary sector representation, Substance Misuse Practitioners, Domestic Violence Co-ordinators, Independent Chairs, Oxford & Cherwell College, etc. All Trainers are expected to undertake the OSCB/NSPCC Trainer for Trainer course (unless an accredited facilitation course has been undertaken) to ensure quality and consistency of facilitation and we are seeking accreditation from NCFE for this course.
The Training Project is committed to working with practitioners from all agencies. We believe that everyone can benefit from the sharing of knowledge and experience. Members of the training pool are fully supported in their role by the training co-ordinator, with regular planning meetings and professional development opportunities.
In addition to Training Pool members, external trainers/speakers may be invited to certain events where specialist knowledge or experience would enhance the learning opportunities.
The Training Project aims to ensure that the Training Pool not only benefits the Project but also the individuals and their organisation who are registered to the Pool. We have implemented the below and are continuously identifying benefit and support services to Pool members. Pool Members receive –
o Access to training material used/supported by the OSCB Project (guidance of use is applicable)
o Opportunities to network with other representatives
o Development courses (accredited were possible) i.e. Trainer for Trainer, Equality & Diversity Distance Learning (via Oxford & Cherwell College), etc
o Briefing events on relevant changes i.e. Common Assessment Framework (CAF)
o Weekly ‘Oxfordshire Information Bulletin’ – based on NSPCC CASPAR Bulletin providing information on relevant sectors, government and legislation, etc.
o Access to Resources including training resources which can be costly

Training Audiences
All courses are applicable to members from either the voluntary, statutory and/or private sectors, who work in or whose remit incorporates Oxfordshire.
Course Specifications detail who the training is intended for and if any prior learning is required. The intended audience is particularly relevant for Safeguarding Training Groups. These training audiences have been titled as Groups from A – C and are defined by course member’s professional levels of responsibility in agreement with government guidance. The Group Definitions will assist you deciding which courses you should be accessing in relation to Safeguarding Training.

Group Definitions
Group Definitions
Group A – Child Protection Awareness Training
For people in contact/work regularly with children/young people or involved with their parents/carers (particularly vulnerable parents/carers). For people who need to develop their knowledge as they are in a position to identify concerns and contribute to the safeguarding and promoting the welfare of children in the community, however not specifically responsible for child protection matters within their agency or have statutory authority to intervene. Example Audience Members;
Administrative Workers
Hospital & Community Health Staff – Audiologists, Orthoptist, Dentists, Pharmacists, Nurses, Doctors, psychiatrists, Therapists, Investigative and Support Services, etc
Out of School Provisions – Daycare, After-school Clubs, Childminders, Youth Workers, Community & Faith groups, Sports & Leisure Services, Play groups, etc
Support Services – Private Foster Carers, workers in residential settings, Housing Officers, Citizens Advice Bureaux, Service staff for vulnerable parents/carers, etc
Criminal Justice – Police Officers and Staff, Uniform Shift Officers, CID Officers, Probation Staff
Group B – Child Protection Inter-agency Training
For people working regularly with children/young people and/or their parents/carers who have a professional and organisational duty to learn more about child protection for safeguarding and promoting children’s well-being. Although you do not have lead responsibility for child protection matters in your agency, you might be approached by members from Group A with concerns or you might be asked to make a contribution to an assessment of a child in need, complex case, etc. Participants should have a basic understanding of the guidance on safeguarding children, of their own roles and responsibilities and of the Assessment Framework. Example Audience Members;
Hospital & Community Health Staff –Nurses/Doctors/Therapists dealing directly with children (incl. School Health Nurses), general to supervisory level Children Ward Staff, Health Visitors (general cases), Paediatrics, Speech Therapists, Physio’s, GP’s, Psychologists, etc
Support Services – Teachers, Classroom Assistants/Learning Support Staff, Supervisors of Out of School facilities, Managers of Day Nurseries, Social Workers (Field, Residential, Adult Services, Mental Health/Disabilities, Education), Mental Health and Disability services, staff in refugees, Family Service units, Homestart
Criminal Justice– Youth Offending Team Workers, Probation Officers and Service Officers, Substance Abuse Workers, Police (Area Beat Officers, Domestic Violence Officers, Schools Liaison Workers
Group C – Specialist Child Protection Inter-Agency Training
For people with particular responsibility for safeguarding and promoting children’s welfare and have a professional and statutory responsibility to know about child protection for children/young people who are in need and sometimes need of protection. You will work extensively within an inter-agency context and directly with service users and may have responsibility for the work of others. You should have in-depth understanding of processes and ability to work with others in a broad range of complex situations. Example Audience Members
Strategic & Operational Managers with a responsibility for Safeguarding Children (incl. LSCB members)
Hospital & Community Health Staff –Designated & Named Professionals for Child Protection, Paediatricians (acute & long-term CP Work), Senior Children Ward Staff, Senior Paediatric Nurses, Health Visitors (vulnerable cases), School Nurses
Support Services – Designated Teachers, Education Welfare Officers, Social Workers (CP brief/assessment team/dealing with disclosure/incidents and as key workers), Senior Staff of voluntary childcare agencies, Workers in family support or looked after team,

Training Programme
The focus of Inter-agency training is ‘Working Together to Safeguard and Promote the Welfare of Children’. All courses are delivered in an interactive and supportive way. Delegates are actively encouraged to participate in discussion and share their knowledge and experience with colleagues from partner agencies.
Our Training Strategy is guided by the OSCB Training Sub Group (multi-agency forum), case review implications, all relevant government guidance and a local needs analysis. We fully recognise there are many training needs with very high demands and the Training Strategy is matched to those we are able to meet with current resources. All our courses are regularly evaluated via feedback gathered from candidates and trainers as well as legislation and case review updates.
In summary the OSCB Training Sub Group have agreed the 2007 – 2008 Training Programme will take the following structure to assist Oxfordshire in meeting its training needs/demands.
• Group C Safeguarding - Specialist Child Protection Training – main priority for the Training Project, is mandatory training for all members with this level of responsibility (see group definition or course specification). It is also mandatory that this training is delivered on a multi-agency basis.
• Group B Safeguarding – Child Protection Inter-Agency Training – Again advocated to be multi-agency training but can be delivered as single agency by agencies with high levels of staff requiring this training. The Trainer for Trainer programme is advocated to agencies wishing to deliver Group B in-house.
• Group A- Basic Child Protection Awareness – should provided as in-house training. Is mandatory and applicable to all those working/engaging with children or their families/carers. To assist agencies in meeting this demand members can register for the OSCB/NSPCC Trainer for Trainer course designed to train members to be able to deliver qualitative training at either Group A or B levels. Project will be offering 1 briefing event to voluntary and private sectors only to assist in meeting this training need.
• Specialist Courses – Domestic Violence, Substance Misuse and Parenting, Safeguarding Children with Disabilities – all of these courses are offered in accordance with legislative guidance and case review outcomes. Please note the increase of Domestic Violence training which is now 1½ days depending on levels of responsibility and is matched to work alongside Champions training.
• Trainer for Trainer course – designed to assist in maintaining a qualitative and consistent Training Pool but also to assist agencies in their requirements of providing qualitative in-house safeguarding training.

OSCB/NSPCC Conference
Each year the OSCB hold a conference aimed at Oxfordshire’s Workforce on a relevant topic, last year we held a very successful conference on Sexual Abuse. Our conferences aim to be as informative as possible. Further details will be published once the theme and other specifics have been finalised.

Agency In-House Training Requirements
Currently the OSCB/NSPCC Training Project are unable to provide trainers to assist agencies with their in-house training requirements due to resources and meeting project demands.
Many of our trainers also offer training on a freelance basis and the project are willing to assist in promoting any training requirements to our pool to see if members may be able to assist. To assist in consistency of message pool members will be encouraged to deliver OSCB material were possible.
The project has no responsibility in the training requirements confirmed or delivered and only involvement is that of a signposting service.
